Hi, I don't tend to use the cervix position as an indication.  I did spend a long time trying but my cervix does move up and down but only very slightly and does open and close thorugh my cycle but only very slightly again.  It is always slightly open as I have had 3 vaginal births.  Unless I check it every day at the same time I can't tell, I found if I checked in the mornings sometimes and then switched to the evening it made it even harder to tell.  But low, open and soft does indicate ovulation is close, happening or just happened.
