Kaytee loves the cardboard box idea too, me dp and dd have put a number plate on before and she loved it...hours of fun for all ages lol 
1) Give them some scraps of paper, felt, string, wool, bottle tops anything you can find plus glue for them to make a collage with.
2)Do some cooking together - fairy cakes, rice crispy cakes, pizza etc
3) Give them a bowl of water and some toys to play with in it
4) Shaving foam and plastic toys - kids love this but it does get messy!
5) mega blocks, duplo lego etc
6) a big empty cardboard box for them to turn into a car, boat, house what ever their imagination wants
7) play camping with some sheets over some chairs
do some gardening together, if you don't have a garden maybe you could plant some seeds in some pots inside
hi when my lo's were that age they sometimes needed some encouragement to keep them occupied,thier favourite things were mostly building blocks,jigjaws,playdough,colouring,painting but most of all liked feeding ducks going to the park or just freedom of a field to run,jump,kick a ball or ride a trike and mummy gets to have fun at same time,hope they work

p.s do you have a local swimming pool that maybe do mother/toddler sessions or mother/toddler groups near by ?
